Carlisle Borough Council has accepted the DRAFT Plan for the Downtown Improvement District (DID) for the purpose of public display. The Plan is being mailed (certified) to each commercial property owner in the C-1 District. Click HERE for a link to the plan on the Borough of Carlisle's Website. What is an Improvement District?
A Downtown Improvement District is based upon the benefit district concept, which allows for an assessment on property within a defined geographic boundary. Revenues from this assessment are directed back to the defined area to finance a myriad of enhanced services.

The Carlisle Downtown Improvement District Task Force, commonly referred to as a DID, was created in the early spring of 2007 by a small group of community representatives with origins in the public and private sectors. Task force members have met regularly over the past months and most recently held three focus group meetings with downtown business stakeholders and property owners. The meetings have been very informative and have greatly helped us to progress forward in creating a conceptual plan.
